A ski village that is almost entirely second homes
Bear Valley sits high on Highway 4 near Lake Alpine, and like Kirkwood it exists in its present form because of a ski resort developed in the 1960s. The housing is condominiums, cabins, resort-era second homes, and a scattering of custom houses on forested lots — a community whose population swells in winter and empties for much of the rest of the year. Alpine County as a whole has the highest share of seasonal and recreational housing in California, and Bear Valley is one of the places that makes it so.
The absentee-owner problem, concretely
The exterior consequence of seasonal ownership is not abstract. A flashing detail that starts admitting meltwater in December is discovered when the owner next visits, which may be weeks later or may be spring.
