Noncombustible vs Ignition-Resistant: What California's WUI Code Actually Requires of a Wall

Two words do most of the work in California's wildfire code, and they point at two different tests. What noncombustible and ignition-resistant mean, the standards behind them, and why 'fireproof' is not on the list.

Two words carry most of the weight in California's wildfire exterior rules, and they are not synonyms. **Noncombustible** and **ignition-resistant** are separate categories, established by separate tests, and a material can satisfy one without satisfying the other. Get them confused and you can specify a wall that fails plan check, or pay for a performance level the code never asked you for. This page explains what each term means, the standards behind them, how the code uses them, and where the everyday shorthand — 'fireproof', 'fire-rated', 'Class A' — either helps or misleads. We write it because our own site says 'noncombustible, not fireproof' on a couple of hundred pages, and that distinction deserves one place that explains itself.

What the code asks for, in its own words

Start with the requirement rather than the vocabulary. The 2025 California Wildland-Urban Interface Code §504.5.2 says an exterior wall covering must be one of four things: **noncombustible material**; **ignition-resistant building material labeled for exterior use**; **fire-retardant-treated wood labeled for exterior use**; or fire-retardant wood shingles or shakes that qualify as a Class B roof covering. That is the whole menu. Note what it does not say: it names no brand, it does not require a specific product, and it does not use the word 'fireproof' anywhere. Note also the word **labeled** — for the two treated categories, the code wants evidence attached to the product, not an assurance from whoever is installing it.

Noncombustible — ASTM E136, and what 750°C means

Noncombustible is the stricter of the two categories and the simpler one to explain. A material qualifies by being tested to **ASTM E136**, which places a specimen in a furnace at **750 °C** and measures whether it contributes fuel — whether it flames, and how much its own combustion raises the temperature. A material that passes has, in effect, no meaningful fuel value at that temperature. Fiber cement passes. So do stone, brick, concrete, and steel. Wood does not, and no treatment makes it noncombustible — treatment changes how readily it ignites and how fast flame spreads across it, not whether it is made of fuel. This is why fiber cement and metal occupy the position they do in California fire country: they are not merely resistant, they are outside the fuel category entirely.

Ignition-resistant — a different test, a different claim

Ignition-resistant is a performance category rather than a material property, and the code defines it explicitly. **§503.2** of the WUI Code sets out what an ignition-resistant building material must satisfy, and the core criterion at **§503.2.4.1** is a **flame-spread index not exceeding 25** — measured by an extended-duration version of the ASTM E84 surface-burning test, which runs far longer than the standard test precisely to catch materials that perform well for ten minutes and then fail. A material in this category is still combustible; what it demonstrates is that flame does not race across its surface. That is a real and useful property, and it is a genuinely lower bar than noncombustibility. The code accepts both, which is why an honest comparison of wall coverings does not treat 'accepted under the code' as a single tier.

The other paths: SFM 12-7A-1 and the assembly tests

There is a third route worth understanding because it is where 'the wall is an assembly, not a product' becomes concrete. **§504.5** lets an exterior *wall* comply by several means beyond material category: one-hour fire-resistance-rated construction on the exterior side; heavy timber of at least four-inch nominal dimension; log wall construction; a wall passing **ASTM E2707**, a ten-minute direct-flame-contact test; a wall passing **SFM Standard 12-7A-1**, the State Fire Marshal's wall-assembly test; 5/8-inch Type X gypsum sheathing behind the covering; a one-hour rated assembly per ASTM E119 or UL 263; or fire-retardant-treated wood for exterior use per the Building Code. SFM 12-7A-1 is the one homeowners hear most, and the crucial point about it is in its name: it tests an **assembly**. A listing under that standard covers a specific build-up — covering, any required sheathing, the way it is fastened — not a board in isolation. Two crews can name the same plank and deliver very different walls.

Class A, fire ratings, and the words that get misused

Three pieces of everyday shorthand cause most of the confusion. **'Class A'** most often refers to a flame-spread classification under ASTM E84 (index 0–25) — but Class A is also a *roof covering* classification under a different test, and people slide between the two. When someone says a siding is Class A they usually mean its surface-burning classification, which is meaningful but is not the same statement as 'noncombustible under ASTM E136'. **'Fire-rated'** properly describes an assembly that achieved a duration under ASTM E119 or UL 263 — one hour, two hours — and applying it to a single board is a category error. And **'fireproof'** is not a code term at all. Nothing in the WUI Code, and no product any contractor can sell you, is fireproof. We say noncombustible because it is what the test supports; anyone using 'fireproof' in a sales conversation is either being loose or hoping you will not check.

How this changes a real specification

The practical effect on a Northern California re-side is a short list. **Fiber cement** is noncombustible under ASTM E136 and is the default answer on most designated parcels, which is why it dominates the market here. **Stucco** and **metal** are also noncombustible and are legitimate choices with different aesthetics, costs and detailing demands — our metal vs fiber cement comparison treats the fire question as the tie it actually is. **Vinyl** is combustible and is not an accepted wall covering on exposed designated parcels; that is a code fact, not a criticism of vinyl as a budget cladding elsewhere, and the vinyl in heat and wildfire guide is careful about the difference. **Untreated wood** is off the table as an exposed covering there. **Fire-retardant-treated wood** is accepted where labeled for exterior use, but is reviewed rather than broadly waved through. And in every case the covering is necessary rather than sufficient: the eaves, the vents and the base of the wall decide as much as the boards do. The UC ANR Fire Network is blunt that a wall's performance depends on what is behind the cladding as well as the cladding itself.

What to ask for, in writing

If your parcel is designated, three questions turn this page into a usable specification. First: **what is the wall covering, and under which category does it comply** — noncombustible, ignition-resistant, or fire-retardant-treated wood labeled for exterior use? Second: **is there a listing, and does it cover the assembly we are actually building** — the SFM 12-7A-1 or ICC-ES evaluation report, matched to the sheathing and fastening in the scope, not a generic brand claim. Third: **what are the eaves, vents and wall base**, itemised separately, because that is where a cheap bid quietly differs from a compliant one.
